David J. Newton, P.E., C.E.G., C.W.R.E.

David Newton has over 35 years of diversified geotechnical, geological and engineering consulting experience. David is founder and principal of Newton Consultants, Inc., with a multidiscipline project management and consulting background in water supply feasibility and engineering investigations; water rights analysis and applications for permits and transfers; groundwater source investigations; evaluation and ranking of water supply alternatives for decision-making; dam and reservoir feasibility evaluations, design and permitting; evaluation of mitigation alternatives and preparation of mitigation plans for new water rights.

David has extensive experience throughout the State of Oregon in water resources management planning and development of water supply programs. He brings expertise in planning how to develop and implement water management programs involving multiple issues; including surface and groundwater sources and water availability, water quality, wetlands, water rights, fish passage issues, development of water conservation programs, investigation and design of dams. David is active as an engineering planner, technical consultant, strategist and negotiator for his clients.


Senior Water Quality Engineer
Dick Nichols, P.E.

During January, 1995 to June, 2006 Dick Nichols was with the Oregon Department of Environmental Quality, and was Manager of Bend Water Quality Section. Dick supervised permitting for sewerage and industrial facilities in Oregon’s nine central counties. Permits included Cities of Bend, Redmond, Madras, Sisters, Hood River, The Dalles, and Prineville. Supervised DEQ’s role in relicensing Idaho Power Hells Canyon hydro-electric project and PGE Round Butte hydro-electric complex. Dick supervised development of total maximum daily loads (TMDLs) for the Umatilla, Grande Ronde, Snake River, Western Hood, Upper Klamath Lake, and Alvord Lake basins/subbasins. Dick also supervised Oregon’s septic tank program in the nine central counties of Oregon.

James B. Newton, R.G.
, C.W.R.E.
James Newton has over 6 years of diversified geologic, hydrogeologic, sediment/erosion and stormwater control experience. A senior staff geologist of Newton Consultants, Inc., James has multidiscipline consulting experience involving hydrology, drainage, earthwork and site grading, water supply, foundations and permitting for municipal, private development, commercial, and industrial projects.

James also has experience throughout the State of Oregon in water supply programs. He brings experience in developing surface and groundwater sources and water availability, water quality, water rights, development of water conservation programs, development of computerized data management and mapping programs, and investigation and design of dams. James is active as an geologic investigator, technical consultant, strategist and advocate for Newton clients and for principal geologic and engineering professionals at Newton Consultants, Inc.


Senior Natural Resources Policy Advisor
Mary Meloy

Ms. Meloy has over thirty-five years of diverse experience in civil engineering; natural resources; land use planning; planning and construction of public projects. Major emphasis is Ms. Meloy’s career has been on assuring that construction projects are compatible with the community and the environment . Has extensive experience with business management, project management, cost effective client services and strategic planning. Is knowledgeable and experienced in developing and managing complex budgets and contracts. Has been involved managing difficult and controversial public processes related the siting a downhill ski resort on USFS land, siting a landfill near a city and expanding a wastewater treatment plant within a city.

Ms. Meloy has worked extensively with statues, regulations, rules and public policy and has created wildlife overlay zones in conjunction with land use planning. She is knowledgeable and experienced in developing and managing large and complex public comment and decision making processes. Also included is significant involvement in proposing and supporting state and federal legislation. Extensive involvement with water rights issues and storm water regulations in Oregon. Included are sponsoring Oregon State Water Management legislation, advocating local water mitigation bank and serving on several state water and storm water rules advisory committees.

Actively involved in generating creative management solutions, feedback sessions, and complex decision making with a staff of professionals in leadership positions. Has had significant success in managing people including professional, technical and union labor staff. Played a lead role the formation of a coalition of 25 member organization which is intended to guide future water use in the Deschutes Basin. Key members are government, irrigation districts, private water purveyors, municipalities, tribes.

Experienced public speaker, management trainer/facilitator - topics include strategic planning; taming special interest groups; calming personnel issues; and refining time management & supervisory skills. Trained Mediator - settle disputes outside the judicial system; landlord/tenant, buyer/seller and family disputes. Co-founded community dispute resolution program serving Central Oregon.


Office Manager / Geological Technician
Katie Turner
Katie Turner manages the Newton office and the accounting system. She is also a geologist-in-training and a geologic technician with a B.S. degree in Geology and an M.S. degree in environmental management. She has been working for Newton Consultants, Inc. since November 2006 and has over 4 years of diversified experience ranging from construction management to environmental assessments to water resources. Her water resources experience includes water rights applications and transactions as well as developing graphics depicting water uses and diversions. Her training and skills allow her to conduct project research, report writing, project management and other technical functions in support of Newton clients in all aspects of a project from beginning to end.

Katie has been living in Central Oregon since 2001 where she enjoys skiing, gardening and taking road trips on her motorcycle. She also enjoys hiking, swimming and fishing with her husband and daughter during the warmer months.


Senior CAD Technician - CAD Manager
Steven J. Schenck

Steve Schenck has over 35 years of diversified Computer Aided Design experience. As an employee principal of Newton Consultants, Inc., Steve has multidiscipline design experience involving hydrology, drainage, wetlands, earthwork and site grading, utilities, water detention, water supply, waste disposal, Earth volume (cut & fill) calculations, foundations and permitting for municipal, private development, commercial, and industrial projects.

Steve also has extensive design experience in the Mechanical, Electrical, Printed Circuit Board, and Architectural fields, along with experience in Instrumentation Packaging, and Weldment Drawings.
